Patterns of expression among Syrians, both men and women, calling for discrimination and potentially inciting violence, have become widespread. This leads to the destabilization of civil peace and reinforces divisions by disseminating stereotypical images of societal components.
There is a clear confusion among many social media users and media outlets between “freedom of expression” as a sacred right protected by laws and international conventions, and “hate speech.”
Combatting hate speech, as a term found in various references, does not mean restricting freedom of opinion and expression; rather, it means preventing incitement to violence, discrimination, and hostility against specific societal groups.
Empowering society to confront hate speech protects it from divisions, making it a responsibility at the international, governmental, and individual levels.
“Hate speech and incitement to violence” is one of the terms included in the Social Contract of the Syrian Society towards the foundations of coexistence in the twenty-point document.
